GRANT OF TIME SCALE PERSONAL UP-GRADATION

I am directed to refer to the subject cited above and to state that a question has arisen as to whether Time Scale Personal Up-gradation is admissible to the employee who is appointed against a post having no upper tier / line of promotion and has two mode of appointment i.e. by initial appointment as well as by promotion.

It is clarified that the case of an employee who is appointed against a post having no upper tier / line of promotion by initial appointment would be dealt in accordance with para-1() of Finance Department’s Notification No.FD.PC.40-12/2017, dated 19.04.2019.

Whereas, the case of an employee who is promoted against a post, but having no upper tier 1 line of promotion would be dealt in accordance with para-107 of Finance Department’s Notification No.FD.PC.40-12/2017, dated 19.04.2019.
