Disposal of Pending Promotion Cases

It has been observed that a large numbers of teachers despite completion of 20 / 25 – years of services in same the scale are still waiting for their promotions . The main hurdle and cause in delay of their promotions is missing or

incomplete ACRS relating to the past period of 10 to 15 years ago . Most of Reporting Officers and Countersigning Officers either have been retired from Govt . service or died , thus , maintenance of previous old record ( C.R Dossier ) seem impossible now at this belated stage . It has further been observed that now such awaiting posting teachers are nearer to their retirement .
This issue came under discussion in a meeting of representatives of teachers with Secretary School Education and the Secretary School Education has been pleased to settle this issue on priority basis to redress the grievances of deprived teachers with the remarks that if the last 05 – years PERS of concerned teachers are complete in all respect , then for the assessment of suitability of teachers more weightage may be given to the service record / PERs for the last 05 – years . Please ensure compliance of this letter in letter and spirit and pending promotion cases of all categories of District Cadre teachers i.e. PST to EST and EST to SST may be disposed of accordingly . The other terms and conditions as leaved in Promotion Policy and amendments issued time to time shall be observed strictly .
